Consultation for 25-year Central Area Development Plan

Waratah-Wynyard Council is using the latest technology to seek feedback on the preparation of 25 year Central Area Development Strategies/Plans for Wynyard and Somerset.

In a joint project with Circular Head Council, the Central Area Development Strategies Project is about ensuring the Councils have a long-term strategy and comprehensive master planning and design framework which will guide the sustainable development of the Wynyard, Somerset, Smithton and Stanley central areas to inform a coordinated approach for planning, development and investment over a 25 year period and is directed to achieve the following objectives.

  • The principal objective of the project is to provide a strategy encompassing an investment plan and comprehensive master planning and design framework to guide the sustainable development of the Smithton, Stanley, Wynyard and Somerset central areas as diverse mixed use precincts.
  • To ensure the strategies reflect community needs a comprehensive consultation process will occur.   The next step in this process is to get as much community feedback as possible.  To do this Council has established an on-line feedback process using “Social Pinpoint” an on-line application which enables community members to look at the maps and put their comments and ideas into the plan.

In addition Council and Consultants GHD will be conducting a “Walk and Talk” in Somerset and Wynyard.  “After initially consulting with key stakeholders, we are now inviting the broader community to provide their input by way of a walk-and-talk session. The session will comprise a walking route through each town with key ideas and themes discussed at points along the way” said Mayor Robby Walsh.   “We hope that as many people as possible will attend and provide their input”.

The project will achieve:

Improved productivity through:

  • Better integration of land use and infrastructure;
  • Unlocking of commercial and residential potential of areas and sites within the study areas;
  • Improvements to the efficiency of infrastructure including improvements to public transport and the road network.
  • Maintenance of design quality that reflects the significance of the central areas as a key destinations

Improvements to liveability through:

  • The facilitation of housing supply;
  • Improvements to accessibility and connectivity;
  • Provision of appropriate pedestrian flows through and within the central areas;
  • Provision of adequate onsite parking and managed vehicle access;
  • Provision of a safe and secure environment for all members of the community at all times of the day and night;
  • Supporting community wellbeing.

Supporting Objectives

The preparation of the Central Area Development Strategies will be required to meet the supporting objectives:

  • A market assessments of forecast demands for housing, retail, commercial and hospitality floor space requirements over the next 25 years;
  • Assessment of community and stakeholder aspirations, priorities and needs;
  • Assessment of the suitability of current zoning to meet the forecast needs;
  • Assessment of site development opportunities, including the potential re-development options for key public and private sites in the study areas agreed between the consultant and the Councils, taking into full account of heritage and access requirements;
  • Assessment of infrastructure needs of the central areas taking into account future pedestrian and cycle access needs, way-finding signage needs, public transport requirements, vehicular circulation, service access and car parking requirements;
  • Integration with existing strategies and plans including the draft Waratah-Wynyard and Circular Head Open Space, Sport and Recreation Plan; and
  • Preparation of an implementation framework and investment strategy for the effective, timely and practical implementation of the Strategies.
